On July 16, Zou Xiaochuan, Party Committee Secretary and General Manager of China Energy Engineering Corporation (CEEC) Southwest Regional Headquarter, and Party Committee Secretary and Chairman of Southwest Investment Company, held talks with Huang Youquan, Chairman and President of CWPC. The two sides engaged in in-depth discussions on new energy, environmental protection industries, and domestic and international clean energy project development, and witnessed the signing of a strategic cooperation framework agreement.

Yang Xiaobo, Deputy General Manager of CEEC Guangdong Thermal Power Basic Construction Company, and Mo Haonan, Head of CWPC ’s New Energy & New Materials Division, signed the agreement on behalf of both parties. Under the agreement, the two companies will strengthen collaboration in new energy, environmental protection, and clean power plant businesses, driving the transformation and upgrading of energy structures and jointly contributing to the development of a new energy system.

Zou Xiaochuan extended a warm welcome to Huang Youquan and his delegation and provided an overview of CEEC. He stated that CEEC is actively implementing the national energy security strategy, seizing opportunities under the "dual-carbon" goals, and vigorously developing new productive forces with distinctive characteristics to achieve high-quality growth. Recognizing CWPC’s extensive experience in new energy, environmental protection, and clean power plant solutions, Zou expressed willingness to leverage CEEC’s core strengths to establish a long-term cooperation mechanism and deepen collaboration for mutual success.

Huang Youquan expressed gratitude for the support from CEEC Southwest Regional Headquarter and introduced CWPC’s development strategy. He noted that CWPC has a strong presence in green energy and EPC projects, with operations in nearly 60 countries and regions, backed by mature technologies and extensive market experience. As a national leader in energy and infrastructure, CEEC possesses comprehensive advantages in energy planning, investment, construction, and operation. Huang expressed hope for a long-term partnership, enhanced exchanges, and joint exploration of domestic and international markets under the Belt and Road Initiative, with green energy development as a key focus.
